What we do
The Combined Authority is not another council. It will collaborate with the two local authorities to work on Cumbria-wide strategies. It will drive economic growth under the leadership of a Mayor.
The Combined Authority will incorporate existing pan-Cumbria activity. It will include extending and strengthening Enterprising Cumbria's work, for example. The individual local authorities will still deliver public services.
Our focus areas
Cumbria Combined Authority is being set up to make life better for the people of Cumbria. We will take a collaborative approach to the challenges and opportunities in our area.
Improving transport
We will develop a Cumbria-wide plan to coordinate and improve transport networks. To make travel easier and improve connections, we will invest across Cumbria in:
- roads
- bus services
- rail connections
- walking and cycle routes
Boost skills and jobs
Skills and adult education training will match local needs. We will work with educators and employers to help people gain skills and good jobs. It will also mean businesses can find the talented workers they need here in Cumbria.
Housing and sustainable planning
We will develop plans to protect Cumbria's natural environment. Alongside this, we will work with the two local authorities and government to make sure quality housing and regeneration projects go ahead on appropriate sites to revitalise our towns and city centres.
Economic growth and investment
We will coordinate efforts to support businesses and attract investment across Cumbria. With a strong voice, we can secure funding and projects to bring new jobs and opportunities. This will encourage more companies to choose Cumbria as their location.
Environment and climate resilience
Together we will tackle environmental challenges in our area. We will work with partners to protect our beautiful landscapes and wildlife for future generations. The CCA will help coordinate efforts on climate change – from reducing carbon emissions to planning flood defences and renewable energy projects.
Mayoral authorities
Mayoral authorities will have a seat on the Council of Nations and Regions and the Mayoral Council. This is an opportunity to influence the future development of devolution in England.

The Bill was published in July 2025. It is making its way through Parliament towards becoming law.
